Bay of Plenty field note · 12 months to July 2026

Tauranga is doing the heavy lifting in Bay of Plenty

The regional annual total is up, but Tauranga accounts for more than the entire net increase while Rotorua, Ōpōtiki and Kawerau are lower. July also dropped sharply from June.

The local read

Bay of Plenty consented 1,690 new dwellings in the latest 12 months, up 266 from the previous year. The region ranked 6 of 16 by volume.

The annual headline is positive, but it is a Tauranga story more than a uniform Bay of Plenty recovery. Gains in Tauranga and Western Bay of Plenty offset declines elsewhere in the region.

A builder operating around Tauranga is looking at a different pipeline from one centred on Rotorua or the eastern Bay. Using the regional percentage for hiring or marketing decisions would blur that difference.

Consents are an early pipeline signal. They are not construction starts, signed building contracts or proof of profitable demand.

Bay of Plenty territorial-authority view: monthly consents and rolling 12-month total

What changed in the latest month

The territorial-authority series recorded 97 new dwellings in July, compared with 161 in the previous month and 106 in the same month last year.

July fell well below June and was also below July last year. The rolling year remains stronger, but the latest month argues for restraint rather than extrapolation.

A single development can move a local monthly total sharply. The rolling year and area split remain the better capacity-planning view.

The official regional series records 1,690 dwellings and the territorial-authority roll-up records 1,700. They differ by 10 because the published series use different geographic classifications.

What kind of market is moving?

844

standalone houses, +8.1%

856

multi-unit and other dwellings, +32.7%

Multi-unit and other dwellings slightly outweigh standalone houses in the detailed total. That makes project type as important as geography when deciding whether the lift is relevant.

Multi-unit and other dwellings made up 50.4 percent of the detailed total. Consented value for new dwellings was $761m, up 18.1 percent from the previous year.

Average consented value per new dwelling fell 0.9 percent to roughly $447,000. Residential alteration value was $168m, up 14.8 percent from the previous year. These are consented values, not builder revenue or margin.

What to do with this

  1. Treat Tauranga and the rest of the region as separate demand signals.
  2. Check how much of your pipeline is exposed to multi-unit projects and their timing risk.
  3. Wait for signed-work evidence before interpreting the annual rise as fresh momentum across the Bay.

The question for Bay of Plenty builders

Outside Tauranga, are builders seeing any real improvement in qualified enquiries and signed contracts?
