Hawke's Bay field note · 12 months to July 2026

Hastings leads Hawke's Bay while Wairoa pulls back

Hawke's Bay's annual total is higher and July strengthened, but the movement is uneven. Hastings and Napier grew while Central Hawke's Bay and Wairoa declined.

The local read

Hawke's Bay consented 751 new dwellings in the latest 12 months, up 76 from the previous year. The region ranked 9 of 16 by volume.

Hastings supplied the largest increase and Napier also moved ahead. Those gains more than covered weaker totals in Central Hawke's Bay and Wairoa, so the regional result should not be applied evenly.

The two main urban markets are carrying the lift. Operators serving the wider region need to keep post-recovery work, ordinary residential demand and district-specific constraints separate in their pipeline view.

Consents are an early pipeline signal. They are not construction starts, signed building contracts or proof of profitable demand.

Hawke's Bay territorial-authority view: monthly consents and rolling 12-month total

What changed in the latest month

The territorial-authority series recorded 103 new dwellings in July, compared with 79 in the previous month and 90 in the same month last year.

July was stronger than June and July last year. That supports the annual rise, although project timing can still produce sharp monthly movements.

A single development can move a local monthly total sharply. The rolling year and area split remain the better capacity-planning view.

The official regional series records 751 dwellings and the territorial-authority roll-up records 751. The two totals align for this release.

What kind of market is moving?

344

standalone houses, -9.5%

407

multi-unit and other dwellings, +38.0%

Multi-unit and other dwellings form a slight majority of the detailed total. The mix suggests that the number is not simply a broad resurgence in standalone-home demand.

Multi-unit and other dwellings made up 54.2 percent of the detailed total. Consented value for new dwellings was $358m, up 12.2 percent from the previous year.

Average consented value per new dwelling rose 0.9 percent to roughly $477,000. Residential alteration value was $83m, up 13.6 percent from the previous year. These are consented values, not builder revenue or margin.

What to do with this

  1. Separate Hastings and Napier performance from the smaller districts in forecasting.
  2. Identify whether current work is reconstruction-linked, development-led or repeatable household demand.
  3. Hold hiring decisions against signed starts and margin, not July's stronger month alone.

The question for Hawke's Bay builders

Is the lift in Hastings and Napier becoming repeatable private work, or does the pipeline still depend on a narrower set of projects?
