West Coast field note · 12 months to July 2026

West Coast consent activity is contracting

The West Coast recorded fewer dwellings over the year and July weakened again. Westland grew modestly, but declines in Grey and Buller pulled the region lower.

The local read

West Coast consented 164 new dwellings in the latest 12 months, down 27 from the previous year. The region ranked 16 of 16 by volume.

The region is one of only two to record an annual decline. Westland's small increase was not enough to offset lower totals in Grey and Buller.

Grey District supplied the largest fall and now sits close to Westland and Buller in annual volume. With only 164 dwellings across the region, a few projects can move percentages while still leaving a thin workload.

Consents are an early pipeline signal. They are not construction starts, signed building contracts or proof of profitable demand.

West Coast territorial-authority view: monthly consents and rolling 12-month total

Rolling 12-month totalMonthly consents

What changed in the latest month

The territorial-authority series recorded 8 new dwellings in July, compared with 17 in the previous month and 10 in the same month last year.

July was below June and July last year. The recent month reinforces rather than contradicts the weaker annual signal.

A single development can move a local monthly total sharply. The rolling year and area split remain the better capacity-planning view.

Westland District5157+6 (+11.8%)
Buller District6155-6 (-9.8%)
Grey District7952-27 (-34.2%)

The official regional series records 164 dwellings and the territorial-authority roll-up records 164. The two totals align for this release.

What kind of market is moving?

154

standalone houses, +1.3%

10

multi-unit and other dwellings, -74.4%

The consent mix is overwhelmingly standalone houses, while both new-dwelling and alteration values declined. There is little in this release to support a broad capacity expansion case.

Multi-unit and other dwellings made up 6.1 percent of the detailed total. Consented value for new dwellings was $72m, down 6.5 percent from the previous year.

Average consented value per new dwelling rose 8.9 percent to roughly $439,000. Residential alteration value was $13m, down 11.0 percent from the previous year. These are consented values, not builder revenue or margin.

What to do with this

  1. Protect utilisation, cash and margin before pursuing extra fixed capacity.
  2. Manage Grey, Buller and Westland as small separate markets because individual jobs materially affect each total.
  3. Look for verified signed work rather than waiting for a national recovery to arrive automatically.

The question for West Coast builders

Where is dependable forward work coming from on the Coast while both consent volume and value remain under pressure?
