Otago's growth is overwhelmingly a Queenstown-Lakes story
Queenstown-Lakes added 592 dwellings while Otago as a whole added 517 in the official regional series. Dunedin declined and July was softer, so the regional headline travels poorly.
Queenstown-Lakes contributed more than the net regional increase because Dunedin and Waitaki moved backwards. Otago's 21.2 percent rise is therefore a concentrated growth story.
Queenstown-Lakes is operating at a different pace and project mix from Dunedin, Central Otago, Clutha and Waitaki. A builder outside that market should not import its confidence without local evidence.
The region ranks 4 of 16 by consent volume. This is an early pipeline signal, not evidence of construction starts, signed contracts or profitable demand.

Multi-unit and other dwellings make up most of the detailed total, consistent with Queenstown-Lakes carrying the result. New-dwelling value rose more slowly than dwelling count and alteration value declined.
What to do with the signal
- Treat Queenstown-Lakes and Dunedin as separate market plans.
- Check project mix, labour accommodation and delivery costs before chasing the region's fastest-growing work.
- Use the softer July count to stress-test starts and cash timing against the strong annual pipeline.

Consents indicate approved pipeline volume. They do not establish whether a project will start, when it will start, who will build it or whether it will be profitable.
